Building Marshal Program

The Cal State Fullerton Building Marshal program was developed to facilitate the safe evacuation of campus buildings and assist emergency responders. This program is staffed by trained campus employees who work in classrooms and offices throughout the campus. A list of Building Marshals can be found at http://ehis.fullerton.edu/EmergencyProcedures/BuildingMarshals.aspx  When an evacuation is necessary, the building marshals are responsible for:

  • Assisting in the safe and complete evacuation of a building.
  • Assisting University Police in preventing entry by non-emergency responders until the building has been deemed safe.
  • Reporting injured or trapped persons to emergency responders.

The Building Marshals are organized in a four-tiered structure with the following roles:

Building Marshal Coordinator

The Building Marshal Coordinator, in consultation with the Emergency Management Coordinator, is responsible for:

  • Communication between the Lead Building Marshals and the campus's Emergency Operation Center.
  • Coordinates building marshal training and provides general information to campus Building Marshals.
  • Assists in the planning, training, equipping, recruiting, and effective response of the Cal State Fullerton Building Marshals.

Lead Building Marshal

The Lead Building Marshal is responsible for ensuring that all information regarding the status of their building’s evacuation has been reported by their building’s Floor Captains.

Once the decision to evacuate is made, the Lead Building Marshal will immediately respond to the designated meeting location outside their area of responsibility and begin taking evacuation status reports from the Floor Captains.

Using either radio communications, coordination with responding Public Safety resources, or by sending a runner to a pre-designated coordination location, the Lead Building Marshal will report the status of their assigned area of responsibility to emergency responders.

Floor Captains

Responsible for responding to a centralized location near the emergency exits and receiving evacuation status information from the Block Leaders on their areas of responsibility. Once they have received a report, the Floor Captains will then go to designated locations outside their building and report the status of their floor to the Lead Building Marshal.

Block Leaders

Responsible for clearing all people from an area near their workstation (i.e. a suite or office and the surrounding common areas). Once these areas are checked and any problem areas have been identified, the Block Leaders will report the status of their area to the Floor Captain who will be stationed at a pre-designated location near the emergency exits, prior to their own evacuation.
